The vaping products and more recently the heated tobacco products (HTP) provide alternatives for smokers since they are generally perceived to be less harmful than conventional cigarettes. The Philippines Senate today passed a bill that would legalize and regulate vaping and heated tobacco products, and eliminate the Philippines FDA’s authority over the products. The Vaporized Nicotine Products Regulation Act (SB 2239) was approved by a vote of 19-2, with two senators abstaining.The Philippines House of Representatives overwhelmingly passed a similar bill in May. The two bills will now go to a conference committee where they will be reconciled, and both houses will vote on the final version. Then the unified bill will go to President Rodrigo Duterte to sign into law or veto (if he takes no action, the bill automatically becomes law after 30 days).

The government says it is unlikely to follow Australia's vaping crackdown - at least this term. The Australian federal government has announced tough new measures in an effort to stop young people vaping. Health Minister Mark Butler said the bright colours, range of flavours, and accessibility had turned a generation of young people into nicotine addicts. "Vaping was sold to governments and to communities all around the world as a therapeutic product to help long term smokers quit. It was not sold as a recreational product, and in particular, not one for our kids. But that is what it's become: the biggest loophole, I think, in Australian healthcare history," Butler told the National Press Club. The Australian government will restrict flavours and colours, bring in "pharmaceutical-style" packaging, reduce the nicotine content, and halve the importation of non-prescription vapes.

Taiwan’s national legislature (Legislative Yuan) banned e-cigarettes yesterday, passing the third reading of a series of amendments to the Tobacco Hazards Prevention Act. The new laws were first proposed last year by the country’s cabinet (Executive Yuan).Vaping products, classified as “tobacco-like products,” will be strictly prohibited, including sale, manufacture, promotion, import, and even personal use. The amendments will take effect a month after their publication by the government.

The vaping regulation bill passed by the Philippines legislature in January has become law. The legislation makes the Philippines one of very few Asian countries with reasonable vaping regulations intended to benefit people who smoke or would smoke if vapor products weren’t available.The most important aspect of the law is that it legitimizes vaping as a strategy to help smokers reduce or eliminate their health risks. There are more than 16 million Philippines citizens who smoke. Offering them a government-approved, regulated alternative could save millions of lives.

On June 30, almost a year after Panama’s National Assembly passed legislation banning vape product sales, Panamanian President Laurentino Cortizo gave his assent to the bill. The new law prohibits sales and importation of all vaping and heated tobacco products, with or without nicotine. The law does not criminalize use, but bans vaping in any place where smoking is not allowed. The new law also prohibits internet purchases, and gives customs officials authority to inspect, detain and seize shipments. Resellers are allowed to import banned products meant for export to third countries, according to La Prensa.
