The smoking rate in 2022 among adult Americans dropped to its lowest rate since health officials began measuring it, according to survey results released yesterday. The decline came alongside an increase in the percentage of U.S. adults who vape. Preliminary full-year 2022 results from the National Health Interview Survey (NHIS) showed just 11.2 percent of adults smoked every day or some days. More than half as many surveyed adults, 5.8 percent, used vaping products every day or some days. In the fourth quarter of 2022, adult vaping prevalence reached 6.6 percent—the highest number since the NHIS added vaping to its survey in 2019. The results are estimates, and could be revised later. The NHIS is conducted annually by the National Center for Health Statistics (NCHS), a unit of the Centers for Disease Control and Prevention (CDC).

On June 30, almost a year after Panama’s National Assembly passed legislation banning vape product sales, Panamanian President Laurentino Cortizo gave his assent to the bill. The new law prohibits sales and importation of all vaping and heated tobacco products, with or without nicotine. The law does not criminalize use, but bans vaping in any place where smoking is not allowed. The new law also prohibits internet purchases, and gives customs officials authority to inspect, detain and seize shipments. The Macau Legislative Assembly today approved the first draft of a bill that will, if passed, ban sales of all vaping products in the wealthy Chinese semi-autonomous region. The proposed law would prohibit manufacture, distribution, sale, import, export, and transport in and out of Macau.The Macau Executive Council announced in January that it planned to propose a sales ban this year. On May 27, the government presented its draft bill, which includes proposed fines of 4,000 Macanese pataca (MOP) (about $500 U.S.) for individual offenders, and fines from 20,000-200,000 MOP ($2,500-25,000) for businesses.The draft bill does not (yet) prohibit personal use or possession, but the ban on import and transport from China would make acquiring products impossible without breaking the law.

Italy is adjusting its e-liquid tax for the fourth time in four years, and this time the changes will favor vaping consumers. The new rates will take effect April 1, following final passage by the Senate in late February. The country has reduced the taxes on e-liquids to levels set in 2021 by repealing the scheduled increase that took effect in January 2022. The tax rate on e-liquids containing nicotine will decrease from €0.175 (U.S. equivalent: $0.19) per milliliter to €0.13, and the zero-nicotine e-liquid tax will fall from €0.13/mL to €0.08.
