The Philippines Senate today passed a bill that would legalize and regulate vaping and heated tobacco products, and eliminate the Philippines FDA’s authority over the products. The Vaporized Nicotine Products Regulation Act (SB 2239) was approved by a vote of 19-2, with two senators abstaining.The Philippines House of Representatives overwhelmingly passed a similar bill in May. The two bills will now go to a conference committee where they will be reconciled, and both houses will vote on the final version. Then the unified bill will go to President Rodrigo Duterte to sign into law or veto (if he takes no action, the bill automatically becomes law after 30 days).

NSW Health has seized more than $1 million worth of illegal e-cigarettes and liquids containing nicotine since January 2022. Since 1 October 2021, products containing nicotine are only available for people over the age of 18 when prescribed by a medical practitioner for smoking cessation purposes. These products are only available from an Australian pharmacy or via importation into Australia with a valid prescription. For all other retailers in NSW, the sale of e-cigarettes or e-liquids containing nicotine is illegal. This also includes online sales.

Italy is adjusting its e-liquid tax for the fourth time in four years, and this time the changes will favor vaping consumers. The new rates will take effect April 1, following final passage by the Senate in late February.​The country has reduced the taxes on e-liquids to levels set in 2021 by repealing the scheduled increase that took effect in January 2022. The Canadian government has proposed the country’s first federal tax on vaping products in its 2022 budget. The vape tax, part of the proposed federal budget announced Thursday, would take effect Oct. 1—if it passes Parliament as written.The proposed tax is substantial, and includes an option for Canadian provinces to piggyback on the federal tax with an equally large assessment of their own. The national government is encouraging provinces and territories to pass equally large taxes, which would be administered by federal tax authorities.

The Macau Legislative Assembly today approved the first draft of a bill that will, if passed, ban sales of all vaping products in the wealthy Chinese semi-autonomous region. The proposed law would prohibit manufacture, distribution, sale, import, export, and transport in and out of Macau.The Macau Executive Council announced in January that it planned to propose a sales ban this year. On May 27, the government presented its draft bill, which includes proposed fines of 4,000 Macanese pataca (MOP) (about $500 U.S.) for individual offenders, and fines from 20,000-200,000 MOP ($2,500-25,000) for businesses.The draft bill does not (yet) prohibit personal use or possession, but the ban on import and transport from China would make acquiring products impossible without breaking the law.
