The government of Thailand has rejected the efforts of one cabinet minister to legalize and regulate nicotine vaping products, and will instead reconfirm the country’s ban on sales and import of e-cigarettes. Thailand’s vape ban has been in place since 2014, and has resulted in notoriously overzealous enforcement.

Currently, the legal age for purchasing E-Cigarettes is set at 18 – this is also the legal age for buying cigarettes. Issues arise however when retailers do not challenge the age of those they sell to, or parents and friends buying E-Cigarettes for those younger than them. Raising the legal age to 21 could be beneficial for trying to limit vaping products falling into the hands of young adults. There could also be benefits to vaping brands/retailers and parents appropriately educating underage children about the harms of smoking cigarettes and by extension, vaping.

The FDA has federal authority to regulate vaping products. In September 2020 the agency began reviewing Premarket Tobacco Applications (PMTAs), and has signalled it will not authorize flavored products without extraordinary evidence. Whether the agency will be successful creating an unwritten standard that eliminates legal flavored products (except tobacco and menthol) may be determined by federal courts. Most vape bans in the U.S. happen at the state and local levels.And while a few California cities—notably San Francisco—have banned sales of all vaping products, most American vape restrictions involve flavors and online sales. There are only a few of each, despite the large number of vaping bans that have been proposed in state legislatures in recent years—proof that grassroots opposition can stop bad legislation.

Though brands of oral nicotine pouches were launched throughout the 2010s, it wasn’t until 2020 that they really took off. Sales of oral nicotine pouches have exploded in the years since, with sales increasing 541 percent between 2019 and 2022 — PMI’s Zyn having the largest market share. The vaping regulation bill passed by the Philippines legislature in January has become law. The legislation makes the Philippines one of very few Asian countries with reasonable vaping regulations intended to benefit people who smoke or would smoke if vapor products weren’t available.The most important aspect of the law is that it legitimizes vaping as a strategy to help smokers reduce or eliminate their health risks. There are more than 16 million Philippines citizens who smoke. Offering them a government-approved, regulated alternative could save millions of lives.

There are growing concerns that the popularity of new and emerging Nicotine Replacement Therapies (NRTs) is leading to recreational use by people who do not smoke, and, in particular, youth under 18 years of age. Today, the Honourable Mark Holland, Minister of Health, is announcing that Health Canada is introducing new measures for NRTs through a Ministerial Order to reduce the appeal of, access to, and use of these products by young people for recreational purposes, ensuring access is restricted to adults who use these products to help them quit smoking.
